Q: What is the difference between Society twinning and co-pays?

A: In Part III of the Rule, Statute 26 (Use of Funds) it states: The funds of the Society shall be used for the works of the Society, including Vincentian twinning and collaboration in payments for people we serve.  When funds are given from a Conference or Council to another Conference or Council to be used as the receiver finds appropriate, this is called twinning.  The distribution should be recorded as twinning.  When funds are sent to another Conference as collaboration in payments for people we serve, then this is called a co-pay.  When the intention for the negotiated distribution was to help a specific person or family, the co-pay should be recorded as aid to people we serve, and a case record should be established for this transaction.

Q:  May we pay medical co-payments for our neighbors in need? 

A:  Yes, one-time medical co-pays is allowed.  However, for ongoing medical co-pay requests there must be a strong consideration of the Conference with all members in agreement to avoid long-term commitments.

Q: We are currently working on guidelines for our Conference Home Visit teams. Is it a St. Vincent de Paul Society policy to get a driver’s license number or other government issued identification from everyone we visit?

A: There is no National Council Policy requiring identification checks, but Conferences may sometimes find that it is necessary to confirm the neighbor’s identification; for example, when required to pay a bill. As the Manual states “members should be careful to record only what is essential to serve [the neighbor]”. If the information is required in order to pay a bill, it should be retained only long enough to do that, and then destroyed.

Q: Our Conference is having a discussion about our area of coverage. Is it acceptable to help those in need who work in our parish boundaries or only those who live within? We’d like to expand our help but haven’t found anything definitive about this. Not all the parishes in our area even have a SVdP Conference.

A: There are no rules associated with this. Actually, in most places, Conferences don’t have specified boundaries because most Councils do not have Conferences to cover all parishes. This is generally something decided on by the Council. Conferences may help anyone, but if they help someone from within another Conference’s boundaries, they should work with that Conference to determine the help to be given and protect against duplication of services.

If there are parishes where no Conference exist, this is a great opportunity to invite the pastor to establish a Conference. If the pastor of a neighboring parish does not want to start a Conference, it is indeed okay to ask the pastor for financial support for his community being served.

Q:  Are all three levels of membership eligible for the Top Hat Award? Is the ‘spirit’ of the Top Hat Award to nominate someone who is an Active or Associate Member, but not necessarily someone who is a Contributing Member?

A: The Top Hat Award is a local award given by the local SVdP Council, who decides the requirements and eligibility for the award. The National Council has no guidelines for this award and does not determine which membership level is eligible to receive it. This is a decision solely for each local Council. Also, since the Rule was last amended in 2018, it no longer recognizes Contributing Members, but only Active and Associate Members.”

Q: Can our Council Thrift Store consider hiring individuals with criminal records? There are some obvious instances like a pedophile, or sexual abuse convictions that we perhaps should prohibit, but how do we give an individual a second chance for less offensive convictions? What is the Society’s position on hiring practices for these individuals? 

A:  Before creating a hiring policy or creating a Safeguarding policy, check with a local employment attorney. There are locations where you are not allowed to discriminate based on criminal record (even pedophiles), unless it is a job-related offense. There have been cases of high damages won in some cases when there was never a chance of the employees having contact with children. Having a written policy could actually be used as evidence of intent to discriminate. These are decisions made by local SVdP Councils and Conferences under our principle of subsidiarity. Many of our Councils offer services for returning citizens, including employment training and placement services, so we should consider our own hiring practices as a matter of example. The Safeguarding Task Force has produced a Policy Assistance paper to help Councils (and as needed, Conferences) develop their own Safeguarding policy, a recognized priority of the National Council. Conference and Council Leadership Training Curriculum

From 2019 to 2022, the Leadership Task Force (LTF) developed webinars to help current and potential leaders in the Society of St. Vincent de Paul. These webinars are now available as a “Leadership Curriculum” for Conference and Council presidents in both live and recorded form. By following this curriculum in the suggested order, a president can obtain the knowledge and skills to become a more effective Servant Leader.

Videos of the webinars can also be accessed on our National website, along with the PowerPoint presentations with notes, and suggested handouts. Besides recommending to members that they attend the webinars when offered by National, Council Formators can utilize the LTF materials on the web to provide training/formation to their leaders, both novices and veterans. They can facilitate discussion of one of the video webinars or they can use the PowerPoints and the notes to present themselves, perhaps adding a few local touches to the presentation.

Q: What is your recommendation on having our current store and new store establishing separate EIN’s rather than under the Council umbrella. If it is recommended that they set up their own, would we have one EIN for stores or would we have one for each store?

A: This is a local decision. However, if you opt to separately incorporate a store under its own EIN (or a group of stores under a single EIN), care must be given to the formation of the new entity and the bylaws to ensure that ownership and control are still in the hands of the Society entity that created them. The Special Works Bylaw was created specifically with this in mind. You will also need to establish separate tax-exempt status, and file separate Form 990s annually, for each incorporated entity.

Q: Is a Conference permitted to receive a gift of stock or mutual funds from a donor? If so, how so and are they able to draw off dividends?

A: At various times, Conferences and Councils have accepted stock and/or mutual funds as gifts.

With the right procedures in place, Councils or Conferences can receive gifts of stock. Receiving such donations requires a brokerage account, which is something most Conferences don’t have. Conferences need to consult their next highest Council for advice. This is especially necessary if the Conference does not have its own EIN, in which case such funds would be under the Council’s control. Typically, stocks are sold, as they are often donated at their highest value. We are servants of the poor, not investors. In the case of very large gifts, we recommend money market accounts to preserve funds for future services. The National Council has a document on the use of funds called Hoarding – What Does It Mean, that provides good insight into the use of large donations.

P: ¿Cuál es su recomendación para que nuestra tienda actual y la tienda nueva establezcan Número de Identificación del Empleador (EIN) separados en lugar de estar bajo la sombrilla del Consejo? R: Esta es una decisión local. Q:  Some of our Conference members give their personal phone numbers by not blocking their numbers when making calls. As a result, our friends in need call them for advice, etc. The Conference members do not always report the calls received or the advice given. Our guidelines say that our friends in need should not have our personal phone numbers. 

A:  The National Council does not encourage nor endorse the practice of members giving out their personal phone number. Phone numbers can be abused, and those whom we serve should only call a designated SVdP contact number for assistance.

Q: Also, we decided that messages could not be left on the SVdP phone. We can only be reached on Mondays 9:00 AM – 11:00 AM. Is this practice, okay? What, if any, are the ramifications of this practice? What do you think of this practice?

A: The consequence of the practice you indicate is that our friends in need have nowhere to turn if the Conference can only be reached at the hours indicated. The recommendation is to have a separate phone line where messages can be left and checked more frequently by members in order to serve our friends in need.

Q: We have a spiritual advisor who is an ordained deacon. What is his role in the Conference? Can he participate in Conference discussions? Can he be elected as President or appointed as an officer?

A: It is stated in the Rule (Part III, Statute 15) and the Manual (pages 26 and 48) that ordained ministers (deacons and priests) can only serve as Spiritual Advisor of a Conference or Council. Their role is to provide spiritual guidance to Conference members related to their own personal growth and ministry. They can participate in discussions and can also go on Home Visits if they choose to. They are not the decision makers. In fact, ordained ministers may not vote or hold office or be a signor on Conference accounts.

Q: Our diocese is merging five churches into one parish. Each church has a SVdP Conference and they are merging into one Conference. In accordance with the bylaws, the Conferences that are closing need to turn the funds over to their respective district. Can they transfer the funds to the new Conference or is this against the Rule?

A: The Conferences are merging — not dissolving, as the bylaws passage describes. The funds from all of the affected Conferences should be merged into one.

So You’ve Been Elected President…

Thank you for sharing your time and talents with fellow Conference and Council members as well as those in need. As with all involvement in the Society, we hope your work as a Vincentian servant leader will lead you to greater faith, an increased desire to serve and stronger friendships.

Do you feel some anxiety about taking on a Vincentian leadership role? Let’s take a look at a few common myths behind that anxiety.

Myth #1: You need to know everything now.

No Vincentian has taken a leadership role already knowing everything; to be honest, no current Vincentian leader knows everything now. What most Vincentian leaders do learn is where to look to find information, where the resources are and who in the Society has experiences and wisdom to share.

Truth #1: You will learn and grow during your time as a Vincentian leader.
Myth #2: You are now in charge of everything.

A Vincentian leader is a servant leader who understands the role of God’s providence. Your ultimate role is to harness the gifts and spirit of your members and direct them to growth in holiness and increased love for one another, and in ways of service to others. To do this you will need to allow God to direct you.

Truth #2: God is in charge of everything. You are called to discern where God is leading and to follow through — and help your members do the same.
Myth #3: You are all alone in figuring things out.

This myth could not be further from the truth. The Society is truly a global network of charity. Fellow Vincentians in 155 countries are serving those in need, as you are, and desire to do so with love and in an effective manner. As you attend regional and national gatherings, or reach out to other Vincentian leaders, you will find that many people are more than willing to share their knowledge. You will only feel all alone if you do not participate in such interactions and relationships.

Truth #3: Most Vincentian leaders love to talk about their experiences and help each other.

We will share useful information relevant to your new responsibilities in these Frederic’s e-Gazette articles in the coming weeks. Reach out to other Vincentians — even if they are not from your area — for advice and support. Thank you for being willing to serve through leadership, and may you be blessed through your witness of following God’s lead in your Conference’s/Council’s service while encouraging others to do the same.

We remind you of the valuable resources on the National website and urge you to review the Governance Page, where the Governance Training DVD and the other material the National Governance Committee has prepared can be found. Then make plans to use these tools. Your Conference and Council will be better off if you do so.

Q: Does the Conference president have the authority to override a negative vote when there is a request to suspend the normal guidelines for providing assistance to a neighbor in need? 

A: All of the guidelines are determined and established by the Conference as a whole. The only party who can go against those guidelines is the Conference as a whole, either changing the guidelines or establishing the case as an exception. The president may contradict a decision of the Conference if that decision violates the Rule of the Society. The treasurer may contradict a decision of the Conference if it calls for spending more money than is available.

Q: After reviewing the bylaws template for District Councils without a board (Document #8), a question arose. As I understand it, the voting members of the Council must also be Conference presidents. Does that also mean that the officers appointed by the District Council president must come from the Conference presidents? If not, what voting rights do these individuals have? Can the District Council Board grant voting privileges to an officer who is not a Conference president.

A: When you have a District Council that is not incorporated (without a Board of Directors), you must follow the standard structure of voting for a District Council. The only voting members are the District president and the Conference presidents. Period. The VP(s), secretary(ies), and treasurer(s) can only vote if they are also Conference presidents. Based on the standard structure of an SVdP District Council, a District Council (not incorporated) cannot appoint additional voting members.

Please keep in mind that incorporated District Councils would use Bylaws Documents #3 or #6, which allow for a Board of Directors and appointment of additional voting members.

The three-year National Eucharistic Revival called for by the United States Conference of Catholic Bishops began on the Feast of Corpus Christi in 2022. You can learn more about the Eucharist, the Revival, and all events associated with it on the Eucharistic Revival web site.

Members of the Society of Saint Vincent de Paul are reminded by our Rule that our “journey together towards holiness will be all the more fruitful if the members’ personal lives are characterised by prayer, meditation on the Holy Scriptures, and other inspirational texts and devotion to the Eucharist and the Virgin Mary, whose protection we have always sought, and to the teachings of the Church.” (Part I, 2.2)

Our Manual reminds us also of the major role the Eucharist plays in our Vincentian spirituality:
“St. Vincent spent one hour each morning before the Blessed Sacrament before celebrating Mass. Vincent visited the Blessed Sacrament before and after his meals, and he would frequently make short visits to the chapel before leaving and upon returning from his responsibilities.”
