Q: My Conference is now on Facebook and has a Twitter account, in addition to our website. Is it okay for us to use the Society’s logo for our avatar in these mediums and for all official business?

A: All Conferences and Councils in good standing with the National Council can use the Society’s trademarks, which include logos, for official SVdP work.

Q: I have a couple of new members, actually, husbands of active members, that want to help when needed. Are they required to attend Ozanam Orientation within one year of joining?

A: All Active Members must attend an Ozanam Orientation within a year of joining the Conference. Associate members, which would be the membership category of the spouses you are referencing, are not required to attend. The Ozanam Orientation and Serving in Hope are the primary training programs for Vincentians. Both emphasize the importance of spirituality. However, this is what we say in our training. We are not strictly a spiritual organization, we are not strictly a social organization, and we are not strictly a service organization. There must be a balance between the three objectives of the Society.

In August of 1833, Leon Le Prevost, a member of the first Conference who later went on to establish the Religious Order of St. Vincent de Paul, wrote: “In this moment there is a great movement of charity and of faith…” The same could be said of our time and our place in this world. Although we are often distracted by negative forces, influences and movements, we must never lose sight of the hearts of our non-Vincentian brothers and sisters who like us long to help others. We witness that concern and compassion flow out of the actions of individuals, families, corporations, faith-based groups and civic organizations as they respond to natural disasters and other large-scale tragedies.

From the very early days of the Society, our founders understood the need to work collaboratively with the government and other organizations in order to better assist the poor and suffering. In December of 1833, the first Conference accepted the role of “Commissioners of Charity” for the administrators of the La Bienfaisance neighborhood. While our present-day Councils often enter into collaborative agreements and relationships, our local Conferences tend to function primarily in cooperation with other Conferences and Councils, seldom reaching out to other groups in their local area.

If Conferences are isolated and do not interact and cooperate with other local faith-based groups and charitable organizations, we are overlooking resources including potential volunteers who can assist us in providing assistance to our neighbors in need. By joining forces we not only increase our ability to help others but we also engage the community and provide others with the opportunity to be actively involved in helping those in need. Additionally, our outreach efforts help spread knowledge about the Society and our mission of charity and love.

On the Conference level, most collaborative relationships do not require a formal contract but more of a mutual understanding based on agreement in protocols and policies. Identifying groups in your area should be the starting point followed by outreach and relationship-building. Such relationships should start by sharing with the group’s leaders or members our history and mission, as well as letting them know how we currently serve those in need in our community.

The process must include a two-way conversation that provides us with an understanding of who they are and how they currently serve the community. Once that relationship is built, we can begin a conversation on how we can work together to benefit the needy, always keeping in mind that we can only function within the Rule of the Society. Just as we honor who they are and their procedures and guidelines, they must honor ours. For example, potential collaborative partners need to understand early on we cannot share funds with them or any project that our members are not involved in through person-to-person contact with the poor.

When Frederic Ozanam helped to establish the Society, he envisioned a network of charity that would encompass the world. Vincentians are only part of that network. Our vocation calls us to reach out and serve beside other people of goodwill to help relieve poverty and injustice. By reaching out to them we can enhance the work of our Conferences and provide opportunities for them to join us in service to the least among us.

Such collaboration can make a huge difference. Ask yourself, “How can our Conference build relationships with other groups and churches?” With the help of others, we can do more and experience the love of Christ in those whom we serve and in those whom we serve beside.

Q: We are attempting to re-write our policy and procedures and the topic of store discounts came up. Checking with other SVdP stores and other non-profit thrift stores, we learned that most give their employees and volunteers (both non-Vincentian and Vincentian) discounts. Should Vincentian discounts be allowed? Can you give us further insight on this? 

A: First, it is a local decision regarding when any store discounts are allowed. Granting a discount to employees and volunteers working at a store is an acceptable practice. The percentage of the discount should never be extravagant since that would make us self-serving. Whether the discount should be offered to other Vincentians who do not work at the store is a decision of the Conference or Council that owns the store. Keep in mind that Vincentians do not receive compensation for their Conference work.

Q: We take a secret collection at each of our Conference meetings. I was under the impression that we can’t use the Conference general fund for anything other than helping our neighbors in need. However, it is my understanding that we could vote on how to use our secret collection funds. We took a vote to help fund a homeless coalition with the rental fees for a storage unit that holds their donated items for the homeless. We agreed to cover the storage rent for the next 6 months with our secret collection funds. Two-part question, did we break the rules. We are obligated to pay for 3 more months out of the 6 we voted to pay; can our Conference still pay the remaining balance?

A: Conference Members may vote to use their secret collection for purposes other than contributing to the Conference. They may choose to collect funds and contribute the secret collection for a particular purpose; however, when contributing the secret collection to another organization, the contribution must not be identified as coming from SVdP. It would be a contribution simply collected to support a particular effort. A Conference should never agree to support another organization unless it is a Vincentian entity. Clarify that the donation would be from individuals, not the Society, to fund outside organizations needs to be defined before the collection takes place.

The Rule is not specific about the secret collection. The secret collection goes back to the beginnings of the Society. In the beginning, funding for the Conferences came strictly from the members themselves. There was no parish funding, no special collections. The secret collection gave an opportunity for each member to contribute what they could to the works of the Conference without anyone knowing who gave how much. On page 87 of the “Apostle in a Top Hat,” it indicates the first Conference used a top hat for the secret collection. Today, the secret collection is more of a token.

The bottom line is that the use of those funds is the decision of the Conference as a whole. How those funds will be used should be decided before the collection is taken. It’s a Conference decision and once the decision is made, it must be honored by all members.

P: Queremos modificar nuestra política y procedimientos y encontramos el tema de los descuentos en tiendas. Consultando con otras tiendas SVDP y otras tiendas de segunda mano sin fines de lucro, aprendimos que la mayoría ofrece descuentos a sus empleados y voluntarios (ambos vicentinos y no vicentinos). ¿Deberían permitirse los descuentos vicentinos? ¿Puedes darnos más información sobre esto? 

R: Primero, es una decisión local con respecto a cuándo se permiten los descuentos en tiendas. Otorgar un descuento a los empleados y voluntarios que trabajan en una tienda es una práctica aceptable. Q: Where can I find help to fill out my annual report?

A: Information on how to fill out your annual report can be found on the Annual Report Forms page of member part of the publicly accessible website. The Help Files section contains video links and a questions and answers document to assist you in filling out your annual reports.

You can also view tutorial videos on how to access annual reports and filling out the reports on the SVdPUSA Vimeo channel. These tutorials and more can be found by logging into the Members Portal and clicking Need Help? in the left side navigation.

Q: I have a Conference that has stocks that show a lesser value on their September 2022 statement (stock market correction) than on the September 2021 statement. How do I show that on the Conference report? Under 12. Other? As unrealized capital loss?

A: The annual report is based on cash receipts and stock information should only be included if they are purchased. Stocks and Bonds have a cash value when they are purchased, and the value should be shown as if it was a savings account or CD. Only cash assets should be included on the report. There is no place for non-monetary items and the value of donated stocks, furniture, building, etc. should not be included in Conference annual reports because they are not cash items. If the purchased stocks or the donated items are sold, the cash received becomes a gain or loss and is reported as other income on the report. Please keep in mind that the SVdP annual report is in no way a mirror of IRS filings.

It is not common for Conferences to purchase stocks. Conference funds are meant for assisting neighbors in need in the short term, not for investment purposes. If there as a gift of stocks, it should be part of a Conference’s plan to spend them in a reasonable time period.

P: Si una Conferencia tiene acciones que muestran un valor en su estado de cuenta de septiembre de 2022 que es menos de septiembre de 2021 por causa de un corrección del mercado de valores, ¿cómo informar eso? ¿Bajo 12, Otro, o como pérdida de capital no realizada?

R: El informe anual se basa en los recibos de efectivo y la información sobre acciones sólo debe incluirse si se compran. Las acciones y los bonos tienen un valor en efectivo cuando se compran, y el valor debe mostrarse como si fuera una cuenta de ahorros o un CD. Solo los activos en efectivo deben incluirse en el informe. No hay lugar para artículos no monetarios y el valor de las acciones donadas, muebles, edificios, etc. no deben incluirse en los informes anuales de la Conferencia porque no son artículos en efectivo. Si las acciones compradas o los artículos donados se venden, el efectivo recibido se convierte en una ganancia o pérdida y se informa como otros ingresos en el informe. Q: We have a parishioner who works in our Conference pantry one day each month and does not want to join SVdP. Is he still covered under the Insurance policy?

A: The parishioner who works in the pantry one day each month, is considered to be an “associate” member of the Society. If you have liability insurance coverage, he/she is covered should a lawsuit be filed so long as the Rule is followed. For example, in Home Visits, the Rule requires Home Visits be made in pairs of two. Thus, if a claim were filed as a result of a Home Visit and only one Vincentian visited a neighbor, insurance may not cover the single Vincentian that visited the neighbor in need.

Q: We have two Conference members that for the past eight years have not done any personal contact with the poor, but they do have a say on how we help those in need. Is there anything in the Rule that states they have to be involved person to person with our friends in need? If so, where is it written and where do we go from here with that?

A:  To be an active member you must be Catholic, attend meetings regularly and participate in the works of the Society, which can take many forms in helping our friends in need. However, this does not mean that someone who works in a pantry, for example, and doesn’t serve face to face is not still an active member, so long as they are doing works of the Society and not just attending meetings.

R: El feligrés que trabaja en la despensa un día cada mes, se considera miembro “asociado” de la Sociedad. Si tiene cobertura de seguro de responsabilidad civil, él/ella está cubierto en caso de que se presente una demanda siempre que se siga la Regla. Por ejemplo, en las visitas domiciliarias, la Regla exige que las visitas domiciliarias se realicen en parejas de dos. Por lo tanto, si se presentó un reclamo como resultado de una visita domiciliaria y solo un vicentino visitó a un vecino, es posible que el seguro no cubra al único vicentino que visitó al vecino con necesidades.

Q: I was advised by our President that it is not necessary to have a Vice President of the Conference. It was optional. Who then is responsible for handling the election of a new President?

A: It is required of every Conference to have a full slate of officers. This includes VP, Secretary, and Treasurer. Having multiple VPs is optional. In the temporary absence of a VP, or if the VP is considering a Presidential candidacy, the President may appoint another officer or member to head the nomination committee.

Q: One of our Conferences organizes a group of volunteers, some Vincentians and some not, to cook an evening meal once a month. Another Conference undertakes a “Christmas Giving Program” at its church whereby parishioners take a tag to donate a gift. The gifts are returned, and the Conference delivers the gifts to a community agency who will distribute them to the needy. There is no Vincentian visit with the ultimate recipients. How are these reported on the Conference annual reports?

A: These can be considered Vincentian activities but only the hours of the members should be recorded unless funds of the Conference are used to buy food or gifts; then the expenditures can be recorded, also. However, the donated items are not recorded because they are simply passed through to those doing the distribution. We have to be very careful in this, as we are prohibited from giving funds or other resources we purchase to outside organizations; we are also not allowed to fundraise on their behalf, either.

Q:  I am currently Conference President and may have the opportunity to serve on the City Council in the near future. Will I have to resign my position as Conference President? Can I still be an active Vincentian? I am having trouble interpreting this part of The Rule, “Those members who hold political offices will be asked, always with charity, not to hold any mission of representation in the Society during their term of political office.”

A: If your intent is to be on the City Council, then you should resign from your role as Conference President. You may remain an Active Vincentian. As President, you are considered the spokesperson for the Society and, therefore, any decisions you participate in the City Council can be taken as reflective of the Society. That is why the separation is sought.

Q: I have a store committee that wants to fundraise in the community, so they can have a Christmas party for employees and volunteers. It does not sound right to me, but I want to make sure that I am not being too conservative, and I say no to something that is not against any Rule or standards. I need guidance.

A: The Society including its stores is a not-for-profit organization. According to the IRS standards for such organizations, fundraising must be for charitable purposes. Any specific fundraising for an employee party fails to meet this standard. However, such staff events are a normal part of a charitable enterprise’s business, so revenues earned from the thrift store may be used for an employee party. This should be a budgeted expense. Fundraising for the store in general, because the store serves a charitable purpose (likely many!) is appropriate, just not specifically for a staff party.

Q: By the Rule of the Society, the President of a Conference or a Council has a set term limit not to exceed two consecutive terms or six years. Is it reasonable to set term limits for the other officer positions (Vice President, Secretary, Treasurer) at all levels of the Society?

A: There was a discussion of this topic by the National Governance Committee which reflected differences of opinion related to the value of the term limits and the cautions against them.  Although, under certain circumstances, there would be some advantage to term limits, there are also advantages to not having term limits for the other Officer positions. At this time, the National Governance Committee sees no reason to recommend any change to the current Rule. As it stands, a current Vice President, Secretary, or Treasurer may be appointed by a new President to continue on in their role for another term.

P: Por la Regla de la Sociedad, el presidente de una Conferencia o Consejo tiene un límite de mandato establecido que no exceda dos mandatos consecutivos o seis años. ¿Es razonable establecer límites de mandato para los demás puestos Oficiales (vicepresidente, secretario/a, o tesorero/a) en todos los niveles de la Sociedad?

R: Hubo una discusión sobre este tema por parte del Comité Nacional de Gobernanza que reflejó diferencias en opinión relacionadas con el valor de los límites de mandato y las advertencias contra ellos. Si bien, en circunstancias determinadas, los límites de mandatos tendrían algunas ventajas, también existen ventajas de no tener límites de mandatos para los demás puestos oficiales. En este momento, el Comité Nacional de Gobernanza no ve ninguna razón para recomendar ningún cambio a la Regla actual. Tal como está, un vicepresidente, secretario/a o tesorero/a actual puede ser designado por un nuevo presidente para continuar en su cargo por otro período.

At this special time of the year when our thoughts turn to giving thanks, it is appropriate to reflect on the many reasons Vincentians have to be grateful.

Perhaps the two most important are the ongoing guidance of Divine Providence, which has been wondrously at work on behalf of the Society of St. Vincent de Paul during the past 189 years, and the constant inspiration of the Holy Spirit evidenced so beautifully by the way Vincentians respond every day to the challenges we face in serving Christ’s beloved poor.

We are privileged to participate in the perpetual miracle of our Society:  Ordinary people doing extraordinary things which restore hope to those who have none and change their lives for the better.  Our countless benefactors, whose generosity makes it possible for us to help so many people in so many ways, deserve our gratitude as well.

On the most personal level, going to the essence of Vincentian spirituality, we should be thankful to those we serve for the blessings they bestow on us which transform our own lives.

Very importantly, we have each other, truly something to cherish.  Loving and supporting one another while helping the poor is an integral part of our mission.

Vincentians have been graced by God to be members of one family throughout the world living Blessed Frederic’s divinely inspired vision of a global network of charity and social justice.  We should thank God for our Vincentian vocation, a blessing of eternal value.

And, ultimately, how blessed we are with the gift of faith, and in that faith Christ’s greatest gift – the Eucharist.  How fitting it is that “eucharist” means “gratitude.”

Q: Can members use personal funds for payment of neighbor’s utilities if the treasurer is not available to write a check to the utility company?

A: Vincentians should refrain from providing help using their own personal resources, especially since those we serve will view the assistance as being provided by SVdP.  We are not a personal ministry for individuals; we are a group ministry, and members should treat the Conference as such.  In extenuating circumstances, if no one is available from the Conference to issue the check, the member may do so from their funds if they are available.  But the member must be reimbursed by the Conference as soon as possible.  Remember, this is not a personal ministry.  This is the work of the Conference.

Q: Are volunteers who are not Active members considered to be Associate members?  (We think yes, according to most bylaws versions). 

A: That is true to a point.  There are people who help the Society in order to get credit for community service hours, court-ordered hours, etc.  These are strictly volunteers.  Associate Members are those who buy into who we are and what we do without the fulfillment of an obligation.

There are two categories of Members: Active and Associate.  If you look at the Conference Annual Report, under Membership, it asks for the number of “Non-Vincentian Volunteers.”  There is a distinction.  Volunteers are not Members and, therefore, not Vincentians.

P: ¿Pueden los miembros usar fondos personales para pagar los servicios públicos de un vecino si el tesorero no está disponible para escribir un cheque a nombre de la compañía de servicios públicos?

R: Los Vicentinos deben abstenerse de brindar ayuda utilizando sus propios recursos personales, especialmente porque aquellos a quienes servimos verán la asistencia como proporcionada por SVdP. No somos un ministerio personal para individuos; somos un ministerio grupal, y los miembros deben tratar a la Conferencia como tal. En circunstancias atenuantes,si no hay nadie disponible de la Conferencia para emitir el cheque, el miembro puede hacerlo de sus fondos si están disponibles. Pero el miembro debe ser reembolsado por la Conferencia lo antes posible. Recuerde, este no es un ministerio personal. Este es el trabajo de la Conferencia.
